Automatically pull deactivated or closed jobs from job boards

Jobs posted from within the ATS via JobTarget to third-party job boards are now automatically pulled from those boards when an ATS user (JobTarget user and non-JobTarget user) either closes the job upon moving a candidate into the Hired stage or deactivates the job.
