Compliance-related functionality for federal contractors

The following features are targeted to federal contractors and subcontractors who are concerned with OFCCP compliance. The features assist with your hiring process. Consult your legal team regarding your compliance process.

OFCCP final rules - section 503 VEVRAA

The Final Rule require that contractors invite applicants to self-identify as protected veterans at both the pre-offer and post-offer phases of the application process. The Final Rule also requires contractors invite applicants to self-identify as individuals with disabilities at both the pre-offer and post-offer phases of the application process, using language prescribed by OFCCP from the EEO/AA profile.

EEO/AA profile

The EEO/AA profile feature is available for designated system users to have access to the candidate’s specific EEO/OFCCP information.

OFCCP changes to the 503 and VEVRAA regulations require Federal Contractors and Federal Subcontractors to collect pre-offer and post-offer Protected Veteran and Disability self-identification information. In addition to collecting the information, users with designated access may desire to download and then print the candidate's self-identification disability forms for pre and post-offer self-identification.

Available functionality for the final rules for 503 and VEVRAA:

  • Invite applicants to self-identify pre-offer & post-offer as an individual with a disability or protected veteran

    The government defines verbiage and self-identification selection options for these new pre and post offer forms.

    Disability is legally mandated to be collected on its own form.

    These forms adhere to government requirements for electronic forms, as noted in the FAQ on the OFCCP website. (example: font size, font type, displaying the OMB number and expiration for disability form, exact language for the disability form)

  • Career Site configuration to present new self-identification veteran and disability pre-offer forms

    Federal contractors notify SilkRoad they would like to present these new self-identification forms for individuals with a disability and protected veterans on the career sites for pre-offer collection. Contact SilkRoad Support to enable this configuration for your specific career portals.

  • Access to CCE Merge Fields for emailing PRE-OFFER or POST-OFFER invitation forms (veteran and individuals with disabilities) to candidates

    Federal contractors can email candidates via a CCE merge fields for both veterans and individuals with disabilities self-identification forms to candidates PRE-OFFER. (This method is helpful when a recruiting user needs to solicit this information to the candidate outside the career site.)

    Contact SilkRoad Support to enable this feature.

  • For POST-OFFER, CCE merge fields for the veteran and disability self-identification forms will be available to email candidates

    Note: The SilkRoad Recruiting contractor/subcontractor will need to update their recruiting process to email the candidate with this CCE post-offer merge field form after they have presented the offer to the candidate.

    SilkRoad Recruiting customers with RedCarpet can choose to present post-offer veteran and individuals with disability self-identification forms during the onboarding process.

    You can limit SilkRoad Recruiting users who have access to the EEO/AA information. Do this on the Candidate Profile or from the EEO/AA option in the navigation bar.

    Contact SilkRoad Support to request visibility be available to specific users.

OFCCP Reports

For a list of reports, refer to OFCCP reports.

Report visibility

You can restrict access to OFCCP reports. Note that:

  • Users who prepare AAP data need access to OFCCP reports.
  • OFCCP reports are only available to users who have access to the administration area for AAP Job Groups (formerly referred to as EEO Groups)
  • Inform SilkRoad Support the users who need access to OFCCP reports
  • Available user roles include Recruiting Manager, Administrator, and Executive Report Viewer

Require OFCCP Compliance on Advanced Candidate Search field

On the Candidate Advanced search, OFCCP Compliance text box is disabled by default. To enable it, contact SilkRoad Support. After enabled, recruiters and recruiting managers (with account profiles associated to the United States) must provide text explaining why the advanced candidate search is being performed.

Disable change job functionality

Disable the option for recruiters and recruiting managers to change a candidate’s job association from the Candidate Profile page and on all bulk action pages. Change Job Association feature is enabled by default. To turn it off, contact SilkRoad Support.

Disable Send to Recycle Bin

Disable delete options from the Candidate Profile page and on bulk action pages that send candidate(s) to the Recycle Bin. When disabled, recruiters and recruiting managers cannot send candidates to the Recycle Bin and the Recycle Bin is not accessible from the navigation bar. This feature is enabled by default. To disable it, contact SilkRoad Support.
